以色列终止调查 军队杀害无国界医生等行为不起诉

以色列国防军军事检察长办公室今（19日）宣布，终止对2024年4月1日世界中央厨房（World Central Kitchen，WCK）事件的调查，不启动刑事诉讼程序。当时该组织来自澳洲、波兰、英国、美国和加拿大以及巴勒斯坦海归一共7名人道主义救援工作者在遭到以色列军队攻击，无一生还。同份公告中也宣告，以军杀害无国界医生，也不需启动调查直接结案。

综合外电报报导，以军公告审查了加萨战争中约150起事件，并就其中5起高知名度案件公布决定，造成世界中央厨房7名人道主义工作者罹难的空袭事件，军事检察长认定“无合理理由怀疑存在刑事不当行为”，不足以启动刑事调查，维持此前“严重失误”的认定。

包括将车队误判为载有哈玛斯人员、决策失当及违反标准作业程序，但认定上述情况未达犯罪门槛。先前已执行的纪律处分，包括除两名军官职务及对其他人员予以申诫，维持不变。报告另指控，WCK雇用了武装护卫但未就此与以军进行具体协调，且在以军试图厘清情况的期间，WCK曾出现一段时间无法联系的情况。

在同一份公告中，以军就其他案件启动刑事调查，包括2024年1月29日，5岁女童辛德拉贾布（Hind Rajab）与家人及两名医护人员遭到坦克同轴机枪扫射事件，以及2025年3月15名巴勒斯坦救援人员与救护车队遭杀事件。

部分其他案件，包括若干涉及无国界医生的事件，则在不启动刑事调查的情况下结案。本次是加萨战争爆发以来，军事检察长首次就战争罪相关调查向外界公布重大进展。
